Definition
Under general direction, to assist the Building Official in the supervision of building inspection activities including training, assigning and directing the work of other inspectors and clerical staff, reviewing plans, inspecting and enforcing laws involving building construction; to perform related work as required.
Typical Duties
Supervise, assign, coordinate and participate in the inspection of residential, commercial and industrial construction to ensure compliance with all pertinent building and safety codes, ordinances, land use and regulations; supervise clerical staff; review and resolve difficult and complex inspection and enforcement problems, issues and conflicts; provide technical information regarding codes and compliance methods to contractors, developers, architects, engineers, other City staff and the general public; participate in the preparation of Building Division Budget; act as Building Official as assigned; perform related assignments as necessary.
Tools and Equipment Used
Personal computer, including word processing and permitting software; motor vehicle; 10-key calculator; portable radio; phone; ladder or scaffolding; tape measure.
Physical Demands
Work is performed mostly in outdoor settings. Some indoor work is required in the plan checking of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is often required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is often required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear.
Work Environment
While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, or risk of electrical shock.
The noise level in this work environment is usually quiet in the office, moderate to loud in the field.
Desired Qualifications
Knowledge of
Building construction methods and materials; applicable Federal, State and local laws relating to construction; the California Building Code, California Fire Code, the California Electric Code and the California Plumbing and Mechanical Codes; principles of structural design and principles of supervision and training.
Ability to
Communicate clearly and concisely, both orally and in writing; properly interpret ordinances, rules, regulations and procedures regarding the building inspection process and make proper decisions; read detailed plans and specifications and determine their compliance to applicable laws and regulations; inspect all aspects of complex building structures and determine compliance levels; supervise, train and evaluate assigned staff; establish and maintain cooperative relationships with City officials and employees, the general public and representatives of other agencies.
Experience
Four years of public agency plan check and building inspection experience including one year of supervisory experience or eight years of construction trades experience including two years of supervisory experience.
Education
High school graduation or equivalent supplemented by two years of college level course work in building inspection technology, structural engineering, public administration or a related field. International Conference of Building Officials (ICBO) and/or International Code Council (ICC) Certification as a plumbing, mechanical, electrical, building, plans examiner or combination inspector, is highly desirable.
Additional Requirements
Possession of a valid California Driver License, and certification by the ICBO or ICC as a Building Inspector. Electrical Inspector, Fire Inspector, and Plans Examiner/Accessibility Inspector, certificates within one year of hire.
