Job Title

Senior Industrial Waste Inspector

Definition

Under general supervision of the Wastewater Treatment Manager, performs inspections, testing, monitoring, analysis, and reporting of industrial and commercial wastewater service users for compliance with various City of Chico program requirements.

Typical Duties

Inspects, samples, tests, monitors, and documents industrial and hazardous waste materials discharged into the City’s sewage and storm drain collection systems; cleans, maintains, installs, and operates portable automatic samplers, flow meters and related equipment; periodically inspects commercial grease traps and interceptors; implements the CIPP program elements; issues industrial wastewater discharge permits and limitations for new and existing users; monitors conditions for industrial wastewater discharge permits issued by the City; establish effective working relationships with the public, local businesses, other City departments and public agencies; reviews and evaluates test results and industrial users self monitoring reports for compliance with federal and local discharge limitations; initiates the CIPP Enforcement Response Plan for non-compliant industrial users; maintains field logs and records; analyzes data and prepares quarterly and annual industrial pretreatment reports and other written reports as required; may be required to assist Laboratory Technicians or Wastewater Treatment Plant Operators on an as needed basis; explain the purpose and objectives of the Industrial Pretreatment Program to industry representatives and other interested parties; provide overall program supervision during the Wastewater Treatment Manager’s absence; supervise, coordinate and oversee the work of the Industrial Waste Inspector; perform related work as assigned.

Tools and Equipment Used

Personal computer, including word processing, spreadsheets, G.I.S. and database software; various hand and power tools including maintenance hole hook, pipe locator, pressure gauges, testing, sampling and flow monitoring equipment, engineering calculator; motor vehicle; cellular and office phones; mobile or portable radios.

Physical Demands

Work is performed in field settings. Considerable outdoor work is required in the inspection of various construction sites, sanitary and storm sewer systems, or commercial, industrial and public works facilities. Hand-eye coordination is necessary to operate sampling, monitoring and testing instruments and equipment, computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch or crawl; talk and hear.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

 

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee works near moving mechanical parts and in high precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.

The noise level in the work environment is usually moderate.

Desired Qualifications

Knowledge of

Principles and practices of industrial and hazardous waste inspection; local, state and federal industrial wastewater pretreatment laws and regulations; pretreatment monitoring, reporting and enforcement requirements; proper sample collection and preservation techniques; safe laboratory practices and procedures; influent and effluent sampling techniques; methods and processes of wastewater collection and treatment; wastewater sampling, monitoring and testing equipment.

Ability to

Conduct inspections, sampling and testing of industrial and hazardous wastes; perform routine and complex laboratory tests and analysis; collect, compile and report data; read and interpret laws and ordinances; prepare reports and maintain field logs and records; research technical and legal literature to ensure compliance with regulatory changes; apply and enforce city, state and federal pretreatment regulations; operate computer equipment and software; communicate clearly and concisely, both orally and in writing; and maintain cooperative working relations with the public and other employees.

Experience

Three years of experience in wastewater monitoring and/or inspection in a wastewater treatment plant laboratory, a general laboratory or a related industry; or two years as an Industrial Waste or Compliance Inspector.

Education

Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in chemistry, biological or environmental sciences, wastewater management or a related field.

Additional Requirements

Possession of a valid California Driver License. Possession of a California Water Environment Association Grade II Environmental Compliance Inspector certificate within 12 months of appointment.
