Job Title:

Senior Construction Inspector

Definition

Under general direction of the Senior Civil Engineer, assists in the supervision of construction inspection activities including training, assigning and directing the work of other inspectors and clerical staff; review plans; inspect and enforce municipal code provisions relating to public works construction; perform related work as required.

Typical Duties

Supervise, assign, coordinate and conduct the inspection of public works construction to ensure compliance with all pertinent construction safety codes, ordinances, rules, and regulations; supervise inspection staff and the permit issuance function; review and resolve difficult and complex public works general subdivision construction, issues and conflicts; provide technical information regarding codes and compliance methods to contractors, developers, architects, engineers, other City staff and the general public; participate in the preparation of the Departments budget; maintain records and prepare reports; manage public works contracts; research and develop construction processes and make recommendations for City policies; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing, spreadsheet, and data base software; pipe locator, pressure gauges, testing equipment, engineering calculator, motor vehicle, phone, mobile or portable radio, and density gauge.

Physical Demands

Work is performed mostly in field settings. Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers and various pieces of office and field equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear.

The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

The noise level in this work environment is usually quiet in the office, and moderate to loud in the field.

Desired Qualifications

Knowledge of

Construction methods and materials, applicable Federal, State and local laws relating to construction codes; the principals of public works including supervision and training.

Ability to

Communicate clearly and concisely, both orally and in writing, properly interpret ordinances, rules, regulations regarding the construction inspection process and make proper decisions; read detailed plans and specifications and determine their compliance to applicable laws and regulations; inspect all aspects of complex construction and determine compliance levels; supervise, train and evaluate assigned staff; establish and maintain cooperative relationships with City officials and employees, the general public and representatives of other agencies.

Experience

Two years of responsible experience in public works inspection and surveying in a public agency, including one year of supervisory experience; or six years of public works construction experience including one year of supervisory experience.

Education

High school graduation or equivalent and two years of college level course work in construction inspection technology, civil engineering, architecture, public administration, or a related field. Higher level education may be substituted on a year to year basis for required experience.

Additional Requirements

Possession of a valid California Driver License.
