Property Section Manager
Definition
Under general direction, to perform professional, technical, administrative and analytical work in the handling, processing, and preservation of police evidence, and found and recovered property; acts as a liaison with the District Attorney’s Office and the public for the transfer of evidence and property; to perform related work as assigned.
Typical Duties
Secure and maintain police evidence; maintain integrity of chain of possession; develop, document, and implement guidelines, procedures and policies related to police evidence and property handling; release evidence and property to officers for investigation and court testimony; prepare reports related to physical evidence and lost and found property taken into custody by the Police Department; develop policies and procedures and dispose of evidence in accordance with State and local rules and regulations; act as liaison between the District Attorney’s Office regarding property collection, transfer and disposition and other court functions; testify in court; track the path of evidence sent to outside agencies including the Department of Justice for forensic analysis; respond to major crime scene locations to assist in the identification, collection, packaging, and processing of crime scene evidence, using video, photographic or other specialized equipment as necessary; conduct audits of the property management system; enter and access data from law enforcement electronic data bases; respond to public inquiries made in person, by telephone, or by e-mail; prepare written reports; organize and coordinates surplus property auctions; provides technical supervision and training of others relative to evidence and property.
Tools and Equipment Used
Personal computer, including word processing and specialized software; audio recording and digital photographic and video equipment; crime scene evidence collection equipment; police radios and telephone.
Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to stand, walk, use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell.
The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions.
The noise level in the work environment is usually quiet in the office and moderately noisy in the field.
Desired Qualifications
Knowledge of
Methods and techniques of criminal identification, crime scene investigation, and various related safety equipment; policies and procedures and the operating details of the Police Department; local, State and Federal regulations and statutes pertinent to property and evidence.
Ability to
Exercise independent judgement; work independently; maintain accurate records; develop procedures relative to evidence and property; operate digital audio and photographic equipment, including specialized evidence collection equipment; establish and maintain effective, professional working relationships with others; work various shifts as assigned; communicate clearly and concisely, both orally and in writing; provide technical supervision and training of others relative to evidence and property.
Experience
Two years of increasingly responsible experience in performing journey level evidence collection and property and evidence management in a law enforcement agency. Prior crime scene experience is desirable. A typical way to obtain the knowledge and skills necessary is experience performing duties comparable to that of a City of Chico Police Department Evidence Clerk or Community Services Officer.
Education
High school graduation or equivalent supplemented by specialized college level course work in criminal justice or a related field. Possession of POST courses in Property Handling Procedures is required.
Additional Requirements
Possession of a valid California Driver License; possess vision, hearing, strength and agility at a level necessary to perform the duties of a Police Officer.
