Police Lieutenant
Definition
Under general supervision, to perform responsible supervisory and technical police work in commanding a division or a portion of a division and in directing other police investigative, communication/records, and administrative activities; to perform related work as required.
Typical Duties
Plan, direct and supervise the activities involving patrol and crime prevention, criminal investigation and administrative services as assigned; receive complaints or reports of emergencies and determine need for police action; review the work of subordinates to insure compliance with departmental policies and procedures; review, supervise and participate in the preparation and maintenance of reports and records; provide overall technical and administrative direction to personnel or assigned staff; assist in various administrative responsibilities of the Department as assigned; conduct special studies of departmental functions; assist in the conduct of training programs in the various phases of police activities; coordinate police activities with other City departments and divisions and with outside agencies; respond to complaints and request for information from citizens; assist in budget preparation and administration; supervise, train and evaluate assigned staff; serve as Acting Police Captain (division commander) as assigned; perform related assignments as necessary.
Tools and Equipment Used
Police car, police radio, radar gun, handgun and other weapons as required, sidehandle baton, handcuffs, Intoxilyzer, pager, first aid equipment, cellular phone, personal computer including word processing software.
Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, and/or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste and/or smell.
The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts, in high precarious places, and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.
The noise level in the work environment is usually moderate.
Desired Qualifications
Knowledge of
Principles and practices of organization, administration, budget and personnel management; modern police practices, techniques and methods; pertinent Federal, State and local laws and ordinances, particularly with reference to apprehension, arrest, search and seizure, and evidence; departmental rules and regulations; functions and objectives of Federal, State and other local law enforcement agencies.
Ability to
Supervise, train and evaluate assigned staff; obtain information through interview and interrogation; analyze situations quickly and objectively and determine proper course of action; communicate clearly and concisely, both orally and in writing; properly interpret and make decisions in accordance with laws, regulations and policies; recommend improvements in departmental operation and in the rules, regulations and policies governing the Department.
Experience
Five years of responsible law enforcement experience including at least two years experience similar to that of the Chico Police Sergeant position; supervisory experience at the Police Sergeant level with the Chico Police Department may, at the discretion of the Human Resources & Risk Management Director, provide alternative qualifying experience.
Education
A Bachelors Degree from an accredited college or university with major emphasis in criminal justice, law enforcement administration, or related field, supplemented by Advanced POST certification is required.
Additional Requirements
Possession of a valid California Driver License.
