Police Captain

Definition

Under general supervision, to plan, direct, supervise and coordinate the activities of one or more major functional sections, units or divisions of the Police Department; to provide highly responsible and technical staff assistance to the Chief of Police and City Manager; to perform related work as required.

Typical Duties

Direct and participate in the development of goals, objectives, policies and priorities; plan, direct, supervise and coordinate the activities of assigned personnel; formulate rules, procedures and policies and ensure that they are carried out; research modern police management methods, formulate and enforce rules, procedures and policies for efficient operation of the Department; direct the implementation of in-service training programs; review evaluations of employee performance; recommend appropriate disciplinary action where necessary; prepare and assist in the administration of the Department budget; confer with citizens and City officials on law enforcement problems and assist in the development of innovative municipal law enforcement practices; cultivate good community relations by working with civic, fraternal and other community groups; assist in preparation of ordinances; coordinate law enforcement activities with the activities of other City departments and other law enforcement agencies; supervise, train and evaluate assigned staff; perform various departmental purchasing functions as assigned; serve as acting Chief of Police as assigned; perform related assignments as necessary.

Tools and Equipment Used

Police car, police radio, radar gun, handgun and other weapons as required, sidehandle baton, handcuffs, Intoxilyzer, pager, first aid equipment, personal computer including word processing software and cellular phone.

Physical Demands

While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or operate objects, controls, and/or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste and/or smell.

The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee frequently works in outside weather conditions.

The employee occasionally works near moving mechanical parts, in high, precarious places, and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.

The noise level in the work environment is usually quiet in the office, and moderately noisy in the field.

Desired Qualifications

Knowledge of

Modern principles, practices and techniques of police administration, organization, budgeting and personnel management; technical and administrative phases of crime prevention and law enforcement including investigation and identification, patrol, traffic control, juvenile delinquency control, record keeping, and care and custody of persons and property; laws, ordinances and regulations affecting the work of the Department.

Ability to

Communicate clearly and concisely, both orally and in writing; effectively plan, direct, supervise and coordinate the work of sworn and non-sworn personnel; recommend and implement sound departmental policies; properly interpret and make decisions in accordance with laws, regulations and policies.

Experience

Seven years of broad and extensive experience in all major phases of municipal police work, including at least three years in a responsible middle management capacity preferably in a municipal police department.

Education

A Bachelor's Degree from an accredited college or university with major course work in criminal justice, law enforcement administration or public administration. POST Command College and a Masters in a related field is desirable.

Additional Requirements

Possession of a valid California Driver License.
