Definition
Under general supervision, to check residential, minor commercial and minor industrial building construction and equipment installation plans, calculations and test results; may be required to inspect buildings and structures at various stages of construction or alteration for compliance with building, plumbing, electrical and zoning codes and laws; to assist in developing and conducting training programs; to perform related work as required.
Typical Duties
Check residential, minor commercial and minor industrial building construction and equipment installation plans and drawings for compliance with building, energy, accessibility, structural, electrical, plumbing and mechanical code applications and related requirements; determine valuation and building fees; assist contractors, architects, engineers and others in the solution of structural, mechanical, electrical and related problems with interpretation of the building codes and ordinances; maintain cooperative working relationships with other City employees and the public concerning building and related code compliance and enforcement; perform field inspections of construction projects as required; assist in the development and conduct of training programs for Building Division personnel; perform related work as required.
Tools and Equipment Used
Personal computer, including word processing and permitting software; calculator; pencil; rule; copy machine; phone.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is frequently required to sit.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.
Desired Qualifications
Knowledge of
Building construction methods, building construction codes, ordinances and enforcement requirements related to structural, electrical, plumbing, air conditioning and related installations; State and Federal regulations related to building construction and energy and accessibility requirements; principles and techniques of building construction inspection.
Ability to
Read and interpret building plans and specification; interpret technical building codes and determine their applicability to plans under review; perform field inspections of construction projects; work cooperatively with architects, engineers, the public and others.
Experience
Two years experience in the review of building construction plans, preferably in a public agency setting.
Education
Equivalent to graduation from high school, supplemented by specialized training in civil engineering, structural engineering, architecture, building technology or a related field.
Additional Requirement
Possession of a valid California Driver License. ICC or ICBO certification as a Plans Examiner is required within one (1) year of hire as required by AB 717.
