Planning Technician

Definition

Under general supervision to perform a variety of skilled graphics, drafting and related technical and professional design tasks; to perform related work as required.

Typical Duties

Design and produce publications, informational materials, exhibits, maps, plans, plats, and illustrations for use in reports and other graphic presentations; prepare or update all maps related to the planning process including zoning, general plan, annexation, vicinity maps and others required by special circumstances; perform computerized mapping and desktop publishing; establish and maintain computerized records of projects; utilize a variety of drafting equipment including CAD; provide technical assistance for planning projects including aerial photo interpretation, area and topographical calculations, scaling, and data collection; coordinate activities between staff, consultants, commercial printers, and suppliers; maintain appropriate inventory of supplies, materials and records required to perform assigned graphics work; maintain, catalog and file exhibits, plans, sketches, maps, and other illustrative materials and records; answer routine questions from the public concerning zoning ordinance and regulations, land use, the general plan, current projects, and permit application requirements; maintain assessor's parcel books and associated zoning and city limits overlays; provide training and assistance to office staff in use of Planning Office computers (Apple Macintosh and MS-DOS systems); maintain office computers and local area network software; train and oversee planning aides, interns or special project workers; perform routine field inspections, related planning permit applications, and zoning violation complaints; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing and permitting software; calculator; pencil; rule; copy machine; various graphic design tools.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk and hear.

The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions.

The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.

Desired Qualifications

Knowledge of

Terminology, methods, practices, and techniques of drafting and graphic design; basic photography, reprographics, lithography, and graphic layout; computer assisted drafting and desktop publishing programs; basic organization and services of local government, general planning, land use, and zoning process.

Ability to

Use lettering, drafting and other graphic equipment and tools; operate a micro computer and related computer assisted drafting and desktop publishing programs; operate a 35 mm camera and blueprint machine; work with minimal instruction; develop effective, creative displays for staff and public presentations; learn and apply a variety of zoning, land use, and planning related requirements and code provisions; read figures quickly and accurately and make arithmetical calculations; understand and follow oral and written instructions and sketches; use and care of reprographics and drafting instruments; prioritize work assignments; establish and maintain cooperative working relationships with others.

Experience

Two years of work experience in mechanical drawing, cartography, architectural drawing, graphic design, computer aided design, geography, or urban planning.

Education

High school graduation or equivalent supplemented by specialized courses in drafting or graphics.

Additional Requirement

Possession of a valid California Driver License.
