Planning Services Director
Definition
Under general direction of the City Manager, to plan, direct, supervise, and coordinate the City's current and long-range planning activities; to provide highly responsible and professional staff assistance to the City Manager, City Council and Planning Commission; to perform related work as required.
Typical Duties
Plan, direct, supervise, and coordinate current and long-range planning for the City; supervise and participate in the preparation, develop programs in connection with the revision and implementation of the General Plan; prepare draft ordinances and resolutions relating to zoning, subdivisions, annexations, environmental review and related planning and zoning matters; extensive contact with the City Council, Planning Commission and other commissions and committees in planning matters, including the preparation and presentation of the department budget, reports and recommendations; extensive contact with architects, engineers, developers, consultants, and the general public on planning matters; make authoritative interpretations of applicable laws, regulations and policies; supervise and participate in the more complex and technical planning studies; attend meetings to represent City and make presentations; coordinate planning activities with other City offices and departments and with outside agencies; select, supervise, train and evaluate assigned staff; perform related assignments as necessary.
Tools and Equipment Used
Personal computer, including word processing and permitting software; calculator; pencil; rule; copy machine; various graphic design tools.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk and hear.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions.
The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.
Desired Qualifications
Knowledge of
Urban planning principles, practices and trends; applicable Federal, State and local planning, subdivision, environmental review, annexation, and zoning laws and regulations; organization and functions of the various agencies involved in the planning process; principles and practices of public administration and personnel management.
Ability to
Communicate clearly and concisely, both orally and in writing; prepare and interpret ordinances and formulate land use policies; collect and analyze data and develop complex plans and reports; establish and maintain cooperative relationships with the public and other City employees; select, supervise, train and evaluate assigned staff.
Experience
Five years of professional, increasingly responsible planning experience including at least two years in an administrative supervisory capacity.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in urban planning or related field. A Master's Degree in urban planning or related field is desirable.
Additional Requirement
Possession of a valid California Driver License.
