Neighborhood Services Manager

Definition

Under general direction of the Housing & Neighborhood Services Director, to plan, direct and manage a wide variety of complex administrative and technical work related to various neighborhood-based programs and services and the development and implementation of neighborhood plans; coordinate activities between City departments related to neighborhood services and housing programs; conducts specialized and generalized inspection/enforcement activities pertaining to Neighborhood Services programs; perform related work as required.

Typical Duties

Supervise and coordinate the activities of Department personnel in gathering information, analyzing data, preparing plans and reports, and other Department functions with an emphasis on neighborhood-based programs and services and resources requiring extensive knowledge of local government and community based programs; assists in the development of programs and planning efforts in connection with neighborhood based groups; provides recommendations and coordinates neighborhood services with other City Departments, including Federal, State and local agencies; prepare and present City Council and Committee staff reports, manages assigned Department budget; provides outreach to other agencies and individuals delivering neighborhood services; responds to questions and complaints from the public, provides information regarding regulations, requirements and procedures; schedules and coordinates neighborhood activities with other departments, including neighborhood clean-ups; determines priorities, methods and work of others; recommends and implements updates to codes; research and identify grant opportunities and coordinate grant writing efforts; conduct and prepare special studies, operating procedures; participates in routine legal issues regarding code enforcement; provide technical assistance to the Housing and Neighborhood Services Director; represent the Department in the absence of the Housing and Neighborhood Services Director; supervise, train and evaluate assigned staff.

Tools and Equipment Used

Personal computer, including word processing, data base, and spread sheet software; digital camera; motor vehicle; calculator; phone, including cell phone; copy and fax machines.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment

While performing the duties of this job, the employee is frequently required to talk and hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk.

The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.

Work Environment

While performing the duties of the job, the employee occasionally works in outside weather conditions, including exposure to hot temperatures, and wet weather.

The noise level of the work environment is usually quiet in the office and moderate in the field.

Desired Qualifications

Knowledge of

Principles and practices of municipal organization; regulations and laws related to housing and neighborhood services activities; neighborhood preservation and enhancement concepts and techniques; theory, principles and practices of governmental planning and zoning; budget administration practices; sources of availability of information and methods of report presentation.

Ability to

Communicate clearly and concisely, both orally and in writing; make public presentations; familiar with and interpret Federal, State and City rules; regulations and policies related to housing and neighborhood services activities; plan, organize and schedule projects and responsibilities; establish and maintain effective working relationships with other City departments and those contacted in the course of work; supervise, train and evaluate assigned staff.

Experience

Equivalent to a Bachelor’s degree from an accredited college in Public Administration, Planning or a related field of study which is likely to contribute to successful performance of the position.

Education

Equivalent to a Bachelor’s degree from an accredited college in Public Administration, Planning or a related field of study which is likely to contribute to successful performance of the position.

Additional Requirements

Possession of a valid California Driver License.
