Job Title
Industrial Waste Inspector
Definition
Under supervision of the Wastewater Treatment Manager, performs inspection, testing, and related record keeping for industrial and hazardous waste monitoring and sewage pre-treatment programs for the City's sewer and storm drain system.
Typical Duties
Inspects, samples, tests, monitors, and documents industrial and hazardous waste materials deposited into the City's sewage and storm drain collection system; cleans, maintains, installs, and operates portable automatic sampler, flow monitors and related equipment; periodically inspects commercial grease traps; implements procedures relating to industrial pre-treatment processes; monitors conditions for industrial wastewater discharge permits issued by the City; works with local businesses, other City departments, and other public agencies in evaluating the effects of hazardous materials in the City's sewer system; monitors industrial users for compliance with applicable City, State and Federal wastewater discharge regulations; resolves problems between City and industries related to wastewater discharges; maintains field logs and records; analyzes data and prepares written reports as required; may be required to assist Laboratory Technicians or Wastewater Treatment Plant Operators on an as needed basis; performs related work as assigned.
Tools and Equipment Used
Personal computer, including word processing, spreadsheet, and data base software; pipe locator, pressure gauges, testing equipment, engineering calculator; motor vehicle; phone; mobile or portable radio.
Physical Demands
Work is performed in field settings. Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions.
The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is usually moderate.
Desired Qualifications
Knowledge of
Principles and practices of industrial and hazardous waste inspection and monitoring; proper sample collection and preservation techniques; safe laboratory practices and procedures; effluent sampling techniques; methods and processes of wastewater collection and treatment.
Ability to
Conduct inspections, sampling, and testing of industrial and hazardous waste; perform routine and complex laboratory tests and analysis; collect, compile, and report data; research technical and legal literature to ensure compliance with regulatory changes; operate computer equipment and software; communicate clearly and concisely, both orally and in writing; and maintain cooperative working relations with the public and other employees.
Experience
One year of experience in wastewater treatment plant and/or laboratory operation or as an Industrial Waste Technician or Inspector..
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in chemistry, wastewater management, or a related field. Completion of specialized training in the operation, maintenance, and monitoring of wastewater treatment plants, equipment, and sewer system collection systems may be substituted on a year for year basis for up to two years of the college education requirement.
Additional Requirements
Possession of a valid California Driver License. Possession of a California Water Environment Association Grade 1 Environmental Compliance Inspector Certification within 12 months of appointment.
