Human Resources Manager

Definition

Under general direction, to perform a wide variety of complex administrative, analytical and managerial work in the management of a major division of the Department of Human Resources and Risk Management; plans, organizes and administers various human resources functions and activities such as recruitment, testing, training, classification, wage and salary administration, benefits administration, equal opportunity programs, workers compensation, safety and training programs and assures compliance with applicable laws, ordinances and codes; and to do related work as required.

Typical Duties

Plan, direct, supervise and coordinate City human resources functions including, recruitment, testing and selection, employee training and certification, administration of the equal employment opportunity program, administration of employee benefit programs; administer the City Classification Plan; develop, recommend, and implement human resources management policies, procedures and programs; provide staff assistance to City boards, commissions, and citizen committees as assigned; advise departments and respond to questions requiring interpretation of the City’s personnel rules, regulations and procedures; participate in labor negotiations as assigned; attend City Council and other City board or commission meetings as assigned; supervise, train and evaluate assigned staff.

Tools and Equipment Used

Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copy machine and fax machine.

Physical Demands

While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.

The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Work Environment

The noise level in the work environment is usually moderately quiet.

Desired Qualifications

Knowledge of

Principles and practices of municipal organization, human resources administration, equal employment opportunity; Federal and state laws and regulations applicable to municipal human resources administration; methods and techniques of statistical analysis and report preparation; supervision, training and employee performance evaluation.

Ability to

Analyze a variety of personnel problems and to make sound policy and procedural recommendations; plan, organize, coordinate, and direct the work of others; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships with others.

Experience

Three years of full-time professional experience in public agency human resources administration including at least two years in a supervisory or management capacity.

Education

Equivalent to a Bachelor's Degree from an accredited college or university in public or personnel administration. A Master's Degree in public or personnel administration is desirable.

Additional Requirements

Possession of a valid California Driver License.
