Housing Manager
Definition
Under general direction of the Housing and Neighborhood Services Director, to perform a wide variety of complex administrative and problem solving work related to the City’s housing and community development programs; to plan, organize and administer programs such as the Community Developmnt Block Grant Program, Home Investment Partnerships Program, Low and Moderate Income Housing Program and other housing and community development programs; perform related work as required.
Typical Duties
Plan, organize, direct and coordinate the activities of City housing programs, including the Community Development Block Grant Program, Home Investment Partnerships Program, Low and Moderate Income Housing, residential rehabilitation program and other similar programs; initiate, supervise and assist in the preparation of grant applications for programs and seek out additional funding sources for housing activities; manage the public comment and review process for housing programs; monitor financial administration of housing program funds; coordinate community development and housing activities between City departments, private developers, non-profit agencies and others involved in housing and community development activities. Develop and implement policies and procedures relating to housing and community development, confer with the Housing and Neighborhood Services Director, City Manager, City Council, boards and commissions as required regarding assigned areas of responsibility; work with appropriate local, state and federal agencies; supervise, train and evaluate assigned staff.

Personal computer, including word processing, data base, and spread sheet software; digital camera; motor vehicle; calculator; phone, including cell phone; copy and fax machines.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools or controls; and reach with hands and arms.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.
Work Environment
While performing the duties of the position, the employee occasionally works in outside weather conditions, including exposure to hot temperatures, and wet weather. The noise level of the work environment is usually quiet in the office and moderate in the field.
Desired Qualifications
Knowledge of
Principles and practices of municipal organization, regulations and laws related to assigned areas of responsibility and redevelopment law as it relates to housing programs; methods of public and private financing; budget administration practices; research techniques, sources and availability of information and methods of report presentation.
Ability to
Coordinate and administer various housing programs; communicate clearly and concisely, orally, and in writing; establish and maintain effective working relationships with others; plan, organize and schedule projects and responsibilities; obtain grant funding, plan, train, direct, evaluate and coordinate the work of others.
Experience
Four years of administrative experience in affordable housing development in public housing programs, or municipal administration of housing and community development programs, or directly related activities.
Education
A Bachelor’s Degree from an accredited college or university with major course work in Public Administration, Planning or a related field of study which is likely to contribute to successful performance of the position. A Master’s Degree in Public Administration or related field is preferred.

Possession of a valid California Driver License.
