Engineering Technician III

Definition

Under general supervision, to perform numerous types of field survey work; to inspect various portions of public works construction projects; to perform a variety of paraprofessional and computer-aided drafting, office and field engineering work; to act as a lead for other engineering technicians and aides as assigned; train others in construction inspection techniques; to perform related work as required.

Typical Duties

Prepare plans and specifications for the construction of street, storm drain, sewer line and transportation facilities; research project design requirements; perform complex calculations and prepare estimates of time and material costs; assign routine investigation, design, drafting and inspections tasks to technical subordinates; review completed work; research publications and industry information sources; develop revised design and construction standards for public works structures and appurtenances as required; prepare and revise plans and specifications for traffic related projects; prepare special studies and reports and coordinate major traffic and transportation projects; investigate field problems affecting property owners, contractors and maintenance operations; prepare complex estimates and feasibility reports; coordinate and participate in the review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and perform field inspections of such facilities during construction to ensure that they meet all City imposed requirements; coordinate public works activities with other City departments, divisions and sections and with outside agencies; review development plans including those of the County; supervise, train and evaluate technical subordinates; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing, spreadsheet, and data base and computer-aided-design software; geographical information system software, standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; survey equipment; mobile radio.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office and field equipment. While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The noise level in the work environment is usually quiet to moderate.

Desired Qualifications

Knowledge of

Engineering mathematics, including trigonometry and geometry; principles and practices of engineering surveying; construction methods and materials; terminology, methods, practices and techniques of computer aided software (CAD), terminology, methods and practices of geographical information system software (GIS); drafting including drafting nomenclature and symbols; engineering maps and records; local, State and Federal construction codes and regulations.

Ability to

Use field surveying and other engineering equipment relative to construction and construction inspection; read and interpret plans and specifications; perform complex engineering drafting work; reduce, interpret and apply field notes in performance of drafting duties; perform work with a minimum of supervision; establish and maintain cooperative working relationships with construction personnel and others; understand and carry out technical instructions as they relate to field survey work and construction inspection; maintain logs and reports; effectively train and supervise others.

Experience/Education

High school graduation or equivalent supplemented by relevant course work in civil engineering, architecture, mathematics, drafting, or related field and a total of four years work experience, three years in public works construction inspection and surveying and one year performing duties similar to those assigned to the Engineering Technician II of the City of Chico. Computer aided drafting (CAD) experience is required. OR Three years experience as an Engineering Technician II for the City of Chico and successful completion of a city construction inspection on-the-job training program. OR Two years of relevant college level course work in civil engineering, architecture or related field and three years experience in public works construction inspection and surveying. OR Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering and two years of experience in public works construction inspection and surveying.

Additional Requirements

Possession of a valid California Driver License.
