Engineering Administrative Manager
Definition
Under general direction, to assist the Capital Services Director to supervise the work of administrative and technical Department personnel to perform duties of a technical nature in such fields as environmental engineering, budgeting, purchasing, and capital projects engineering; to perform complex professional analysis, special projects, coordination of the City-wide data management system and related work as required.
Typical Duties
Manage and administer capital and development projects as assigned; supervise and coordinate the activities of the Department staff and other consultants in gathering information, review of environmental documents and technical reports; analyze data; perform technical and administrative duties; conduct studies, surveys and analyses on a variety of departmental problems and issues; represent the City in the community, other agencies, and at professional and public meetings; prepare items for Council, boards, commissions, and committees; administer and interpret applicable regulations, permits and policies; evaluate existing and proposed systems, policies and procedures, and make recommendations for change; prepare reports, memoranda and manuals; coordinate with other City Departments to expand and monitor various tracking systems; oversee budget preparation, analysis and administration; respond to citizen inquires, complaints and requests for information; supervise, train, and evaluate staff; perform related assignments as necessary.

Personal computer, including word processing, database and spreadsheet programs; calculator, telephone, digital camera, copy and fax machines.
Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Work Environment
The noise level in the work environment is usually moderately quiet.
Desired Qualifications
Knowledge of
Principles and practices of municipal organization, administration, and budgets; engineering programs and concepts; methods and techniques of research, statistical analysis, and report preparation and presentation; applicable Federal, State and local laws and regulations relating to local government operations, specifically in areas relating to Department projects, including the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).
Ability to
Effectively communicate, both orally and in writing; make sound and proper decisions based on factual and deductive information; recommend solutions to difficult and complex problems involving municipal systems and procedures; establish and maintain effective working relationships with individuals at all levels of the City organization, as well as with the public.
Experience
Three years of progressively responsible administrative experience in a municipal organization performing administrative duties in the areas of planning, capital projects or public works engineering; community development, or general administration.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in public administration, urban planning, civil engineering, or closely related field. A Master's Degree in one of these fields, while not required, is desirable.
Additional Requirements
Possession of a valid California Driver License.
