Economic Development/ Redevelopment Manager

Definition

Under general direction of the City Manager or Assistant City Manager, to perform a wide variety of complex administrative and problem solving work as assigned in areas relating to economic development, redevelopment, and other administrative areas; to plan, organize and administer various functions and activities relating to identified areas; to perform related work as required.

Typical Duties

Plan, direct, supervise and coordinate the activities of City economic development programs, and redevelopment programs and projects as assigned; develop and implement policies and procedures relating to assigned areas of responsibility; manage and coordinate projects and programs as assigned in a variety of administrative areas; may supervise and coordinate public art programs; confer with the City Manager, Assistant City Manager, department heads, officers, employees, boards and commissions as required regarding assigned areas of responsibility; work with appropriate local, State and Federal agencies; monitor changes in Community Redevelopment Law; develop and implement economic development and marketing strategies for the City; represent the City in contacts with business and industry representatives interested in expanding or relocating in the City; provide staff support to City Council committees, and to City boards, commissions and citizen committees as assigned; negotiate and administer land sales contracts and leases with individuals, businesses, government agencies, and non-profit organizations; prepare annual Redevelopment Agency report; prepare Redevelopment Five Year Implementation Plans, and prepare mid-plan reviews; formulate plans for development and improvement of industrial facilities and programs, administer construction projects, and property transactions; develop budgets relating to redevelopment and economic development; attend City Council and other City board or commission meetings as assigned; supervise, train and evaluate assigned staff; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing software, data bases, slide show presentations, and spread sheets; digital camera; motor vehicle; calculator; phone; copy and fax machines.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is frequently required to talk and hear; sit; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles. The noise level in the work environment is usually quiet in the office and moderate in the field.

Desired Qualifications

Knowledge of

Principles and practices of municipal organization, budgeting and administration; functions of economic development and redevelopment; research techniques, sources and availability of information, and methods of report presentation; applicable Federal, State and local laws, rules and regulations pertaining to local government operations in assigned areas of responsibility; supervision, training and employee performance evaluation.

Ability to

Plan, organize, direct and coordinate the City's economic development and redevelopment program; develop and administer agreements; analyze a variety of administrative problems and make sound policy and procedural recommendations; communicate clearly and concisely, both orally and in writing; properly interpret and make decisions in accordance with laws, regulations and policies; prepare complete and accurate reports; plan, organize, coordinate and direct the work of others; establish and maintain cooperative and effective working relationships with others.

Experience

Five years of professional and increasingly responsible administrative work experience in a municipal organization, at least two years of which involved the administration of economic development and/or redevelopment programs and activities.

Education

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in business or public administration, or a related field.

Additional Requirements

Possession of a valid California Driver License.
