Development Engineer
Definition
Under general direction, to perform responsible and difficult engineering work in the design, investigation, construction, inspection and plan review of public works and private development facilities; to supervise and manage the work of professional and support engineering personnel in the review and approval of subdivision plans and final maps; to coordinate City engineering development requirements with the general public, developers, engineers, contractors and staff; to provide professional staff assistance to Council, boards, and commissions; to perform related work as required.
Typical Duties
Prepare plans and specifications for the construction of street, storm drain, sewer line and transportation facilities; research project design requirements; perform complex calculations and prepare estimates of time and material costs; assign routine investigation, design, drafting and inspections tasks to technical subordinates; review completed work; research publications and industry information sources; develop revised design and construction standards for public works structures and appurtenances as required; prepare and revise plans and specifications for traffic related projects; prepare special studies and reports and coordinate major traffic and transportation projects; investigate field problems affecting property owners, contractors and maintenance operations; prepare complex estimates and feasibility reports; coordinate and participate in the review and processing of plans for private developments affecting streets, sewers, drains and related public works facilities and perform field inspections of such facilities during construction to ensure that they meet all City imposed requirements; coordinate public works activities with other City departments, divisions and sections and with outside agencies; review development plans including those of the County; supervise, train and evaluate technical subordinates; perform related assignments as necessary.
Tools and Equipment Used
Personal computer, including word processing, spreadsheet, data base, and computer-aided-design software; standard drafting tools; surveying equipment including level, theodolite, and electronic distance measuring devices; nuclear gauge; digital camera; motor vehicle; phone; mobile radio.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operating drafting instruments, computers and various pieces of office and field equipment.
While performing the duties of this job, the employee is occasionally required to stand and walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl; talk and hear and smell.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
The noise level in the work environment is usually moderately quiet.
Desired Qualifications
Knowledge of
Principles and practices of engineering as applied to municipal public works and land divisions; methods, materials and techniques used in the construction of public works projects and private development facilities; techniques for preparing engineering designs, plans, specifications, estimates and reports; computerized engineering and planning systems; modern development engineering principles and practices; urban planning practices and related environmental concerns.
Ability to
Make complex engineering computations and schedule, review and supervise the preparation of engineering plans and studies; communicate clearly and concisely, both orally and in writing; use and care of engineering and drafting instruments and equipment; perform work with a minimum of supervision; supervise, train and evaluate the performance of subordinate personnel.
Experience
Five years of experience performing duties similar to the Assistant or Associate Civil Engineer with the City of Chico including at least two years at the Associate level.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering.
Additional Requirements
Possession of a valid California Driver License and registration as a Civil Engineer in the State of California within six months of appointment.
