Combination Inspector II
Definition
Under general supervision, to inspect buildings and structures at various stages of construction, alteration and repair; to review building plans and specifications; to enforce building, plumbing, electrical, fire and zoning codes and laws; to perform related work as required.
Typical Duties
Make field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling; assist in the checking and identification of required changes to plans submitted for review; issue permits for work to be performed; inspect foundation, framing, plastering, plumbing, heating and electrical installations; check stud, joist, rafter spacing and other structural member factors; examine grade, quality and treatment of lumber, cement, lath, and wire; route plans and track projects throughout the plan check process; assure proper installation of steps, landings, rails and other safety features; assure compliance to approved plans; make field review of plans and specifications; perform office plan check work as required; ascertain compliance with Uniform Building Code and Uniform Fire Code and pertinent provisions of State and local ordinances, laws and regulations; confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; keep records and prepare reports; coordinate plan review with other City departments and divisions, and with outside agencies; perform related assignments as necessary.
Tools and Equipment Used
Personal computer, including word processing and permitting software; motor vehicle; 10-key calculator; portable radio; phone; ladder or scaffolding; tape measure.
Physical Demands
Work is performed mostly in outdoor settings. Some indoor work is required in the plan checking of various land use developments, construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is often required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is often required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear. In addition, employee must occasionally lift and/or move up to 25 pounds.
Work Environment
While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, or risk of electrical shock.
The noise level in this work environment is usually quiet in the office, moderate to loud in the field.
Desired Qualifications
Knowledge of
Building tools and materials, accepted safety standards and methods of building construction; building and related codes and ordinances enforceable by the City, specifically Uniform Building Codes, zoning ordinances, and State and County health codes; principles and techniques of building inspection work.
Ability to
Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations and standard construction practices; read and interpret building plans, specifications and building codes; advise on standard construction methods and requirements; make arithmetical computations rapidly and accurately; maintain cooperative working relations with builders, contractors and the general public; enforce necessary regulations with firmness and tact with an emphasis on customer service.
Experience
Four years of responsible journey level experience in a variety of building construction work or related inspection work.
Education
High school graduation or equivalent.
Additional Requirements
Possession of a valid California Driver License and certification with the International Conference of Building Officials as a Building Inspector, Electrical Inspector, and Uniform Fire Code Inspector.
