Building Official

Definition

Under general direction of the Building and Development Services Director, to plan, direct, supervise and coordinate Building Division operations involving the review of plans, inspection and enforcement work related to building construction; to perform related work as required.

Typical Duties

Plan and supervise skilled building inspectors; supervise and participate in plan checking, as well as the inspection of building construction projects and in the examination of completed projects for compliance with City zoning and land use requirements, the use of proper materials and adherence to safety standards and local, State and Federal construction requirements; receive complaints in regard to building construction work, and housing code violations; investigate and assign complaints to subordinate inspectors for investigation; supervise and participate in the issuance of building and related permits for approved work; coordinate building inspection services with other City departments and divisions; confer and correspond with architects, building owners, contractors, and engineers relative to construction activities; participate in budget development and administration; supervise, train and evaluate employee performance; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing and permitting software; motor vehicle; 10-key calculator; portable radio; phone; ladder or scaffolding; tape measure.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk on uneven land; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, or risk of electrical shock.

Desired Qualifications

Knowledge of

Principles and practices applicable to electrical, plumbing, structural and fire code building inspections; applicable Federal, State and local laws and regulations; organization and functions of the various trades involved in the building permit approval process; principles and practices of organization, administration, budgeting, customer service and personnel management.

Ability to

Communicate clearly and concisely, both orally and in writing; properly interpret ordinances, rules, regulations, and procedures regarding the building inspection process and make proper decisions; read detailed plans and specifications and determine their compliance to applicable laws and regulations; inspect all aspects of complex building structures and determine compliance levels; supervise, train and evaluate assigned staff; establish and maintain cooperative relationships with City officials, employees, general public, and representatives of other agencies.

Experience

Four years of building construction and plan check inspection experience including at least two years of supervisory experience.

Education

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering or related field supplemented by specialized training in building construction inspection and plan checking. Certification by Council of American Building Officials or International Conference of Building Officials certification as a Building Official is preferred.

Additional Requirements

Possession of a valid California Driver License.
