Accounting Manager
Definition
Under general direction of the Finance Director, to plan, coordinate, implement, and maintain city-wide and departmental accounting and financial services; manage transaction systems of the Finance Office including supervision of Finance Office staff; to do related work as required.
Typical Duties
Manage several major transaction systems and supervise staff within the Finance Office, such as the accounting, accounts payable, accounts receivable, fund accounting, and payroll sections; participate in the development of goals, policies, procedures, and performance standards for the Finance Office; review legislation, regulations, and case law to determine effect on operations; serve as the Office's technical resource in accounting, auditing, and automated financial reporting systems; train or oversee training of departmental and City staff in new and established accounting systems and procedures; prepare needs assessments; research automated information resources; research, and resolve problems with expenditure reports; coordinate accounting, auditing, planning, development, administration, and evaluation procedures, and cost allocation activities to ensure compliance with established accounting and auditing principles and practices; monitor state and federal regulations to ensure compliance in the accounting for, and auditing of, funds from external sources; plan and assist in implementation of internal audits; review and respond to internal audit reports; consult with and assist external auditors in the auditing and preparation of annual financial statements; serve as acting Finance Director as assigned; perform related assignments as necessary.

Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Work Environment
The noise level in the work environment is usually moderately quiet.
Desired Qualifications
Knowledge of
Generally accepted accounting principles and practices applicable to local government agencies; the principles, practices, and methodology of automated accounting and information systems; state and federal laws, rules, regulations, and procedures affecting public sector financial reporting; external funding-source regulations concerning accounting and auditing functions; general provisions governing appropriation limits; the principles and practices of public administration relating to finance and budget; the role of the Finance Office in a municipal agency; principles and practices of organization, administration, and supervision in a public agency; budget development practices; preparation of financial statements; needs analysis; organizational design, and development.
Ability to
Plan, organize, and manage financial service activities; understand, interpret, and explain laws, regulations, and policies governing accounting and auditing practices and procedures; develop and implement operational policies and procedures; identify and analyze operational and administrative problems and implement changes; read, analyze, and explain complex procedures associated with automated accounting systems; prepare narrative and statistical reports; effectively use standard computerized office applications, including word processing and spreadsheet software; establish and maintain cooperative work relationships; communicate effectively both verbally and in writing; supervise, train, and evaluate assigned staff.
Experience
Four years of progressively responsible related experience in finance administration, one year of which included supervisory responsibility over clerical and professional accounting staff. Related education in excess of the required level may be substituted for up to one year of the required experience, but may not be substituted for the required supervisory experience. Governmental accounting experience is desirable.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, business, public administration, public finance, or a related subject.
Additional Requirements
Possession of a valid California Driver License.
