Job Title:
Accountant
Definition
Under general direction of the Finance Director; to assist in planning, organizing, and supervising the accounting and fiscal activities of the City; to perform related duties as assigned.
Typical Duties
Planning, coordination, and supervision of fiscal record keeping, cash management; computerized accounting; analyze and interpret accounts and budgetary records; estimate revenues and operating budget expenditures; coordinate and monitor preparation of budget documents; ensure clerical accuracy of budget; coordinate the preparation of supplemental schedules; oversee installation and maintenance of computerized accounting systems and applications; train users in computer applications; perform financial audits of a variety of agencies and businesses having financial dealings with the City; analyze and recommend improvements in City accounting procedures; prepare regular and special reports on revenues, expenditures, fund, and cash balances, including the annual financial report; respond to difficult citizens complaints and requests for information; provide assistance in various grant reporting and accounting requirements; coordinate the sale of surplus City property; assist in supervising, training, and evaluating assigned staff; represent the Finance Department in the absence of Finance Director; and perform related assignments as required.
Tools and Equipment Used
Personal computer including word processing and spreadsheet software, computerized accounting system, 10-key calculator, telephone, typewriter, copy machine, fax machine, and postage machine.
Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Work Environment
The noise level in the work environment is usually moderately quiet.
Desired Qualifications
Knowledge of
Governmental accounting and audit principles, practices, and procedures; governmental budgeting systems and procedures; public finance administration; computer systems; modern principles of office management, supervision and training; various State and Federal grant requirements.
Ability to
Understand and apply laws, rules, and regulations to specific accounting and financial transactions; analyze and interpret financial information and accounting records; prepare clear, accurate, and concise reports and records; recognize and install improvements; work with personal computer systems; establish and maintain cooperative working relationships; supervise, train, and evaluate assigned staff; handle routine and difficult public complaints and inquiries.
Experience
Three years of responsible accounting experience including supervisory experience.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting or a closely related course field.
Additional Requirements
Possession of a valid California Driver License.
