Account Clerk

Definition

Under general supervision, to perform routine clerical accounting work involved with daily financial record keeping; to receive monies in payment of bills, fines, fees and licenses; to prepare billing invoices; to process payroll and payment of bills; to compile financial statements and reports; to perform various routine clerical tasks; to operate bookkeeping, calculating, postage machine, and duplicating equipment as well as computers and spreadsheets; to perform related work as assigned including reception, public contact, and phones.

Distinguishing Characteristics

This is the entry level for clerical employees who are required to have some clerical accounting experience. Employees in this class normally work under close and continuous supervision, performing a variety of routine clerical accounting tasks according to established procedures. Typically, an employee rotates through the three basic sections: Mail and Duplicating, Revenue, and Accounts Payable. Work is generally observed during its performance and reviewed upon its completion. As responsibility and experience increase, and if City policy allows, they may be reassigned to the next higher class of Senior Account Clerk.

Typical Duties

Prepare and process bills, checks, and invoices; assist with preparation of payroll; receive monies in payment of bills, fines, and fees; prepare and maintain financial records; type, index, and file financial information, statistical reports, letters, and memoranda; process and input purchase orders; operate office equipment including duplicating equipment, personal computer, and calculators; post a wide assortment of information to records; balance a variety of municipal accounts; input journal entries; answer telephones and respond to various public inquiries regarding fees, bonds, fines, and licenses; coordinate and perform duplicating services for all departments, as required; distribute and collect office mail; provide back-up assistance to Senior Account Clerks; to perform other related tasks as required. Must also be able to handle, lift, and move bags of coins, bundles of mail, and miscellaneous packages weighing in excess of 25 pounds.

Tools and Equipment Used

Personal computer including word processing and spreadsheet software, computerized accounting system, 10-key calculator, telephone, typewriter, copy machine, fax machine, and postage machine.

Physical Demands

While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk and hear. The employee is required to use hands to operate, finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must frequently lift and/or move up to 50 pounds with assistance. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Work Environment

The noise level in the work environment is moderately quiet.

Desired Qualifications

Knowledge of

Basic methods, practices, and terminology used in financial record keeping; modern office equipment and procedures; English usage, spelling, and punctuation.

Ability to

Perform routine clerical and accounting work; make arithmetical computations quickly and accurately; type at a minimum speed of 40 words per minute; operate calculating and duplicating and automated accounting equipment including ten key machine operation by touch; follow oral and written directions; handle, lift, and move bags of coin, bundles of mail, and packages weighing in excess of 25 pounds; establish and maintain cooperative working relationships.

Experience

One year of experience performing clerical accounting and financial record keeping duties highly desirable.

Education

High school graduation or equivalent supplemented by specific accounting training.

Additional Requirements

Possession of a valid California Driver License.
