Supervising Code Enforcement Officer
Definition
Under general direction of the Housing & Neighborhood Services Director to supervise code enforcement activities, including training, assigning and directing the work of other code enforcement officers and clerical staff, to investigate suspected violations of the Chico Municipal Code and other adopted codes of the City relating to building, planning and zoning, and other ordinances as directed; to enforce codes by issuing code violation notices or citations as appropriate; may be required to perform inspections of buildings under construction for compliance with basic applicable codes including setback and height limitations; to perform related work as required.
Typical Duties
Supervise, assign, coordinate and participate in field inspections and investigations concerning suspected violations of Building and Housing Codes, Land Use, Sign and other related ordinances and regulations often involving situations that may be dangerous to the public; coordinates with City departments in the correction of Municipal Code violations; provides information concerning permit, land use and zoning requirements to the public; collects, summarizes and reports information regarding code violations; issues citations for violations of the Chico Municipal Code and other laws and regulations; conducts a number of surveys including annexation and code compliance; review and resolve difficult and complex enforcement problems, issues and conflicts; provide technical information; research and recommend enforcement priorities for individual neighborhoods; develop public outreach programs; work with neighborhood groups to address persistent code violations; prepares correspondence and maintains a variety of records; may be required to appear as a court witness; provides back-up assistance to Building Division staff; supervises housing inspections for substandard conditions in coordination with the Building Department; administers the abandoned vehicle abatement and weed abatement programs and complete related reports; attends neighborhood meetings, including Planning Commission meetings as required. Works closely with the Housing and Neighborhood Services Department to assist in Neighborhood Partnership activities and support of housing neighborhood preservation efforts; performs related work as required.

Personal computer, including word processing and data base software; motor vehicle; phone; mobile or portable radio, copy and fax machine.
Physical Demands
Work is performed mostly in field settings. Considerable outdoor work is required in the inspection of various land uses and other matters. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; talk and hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl.
The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is usually moderately quiet.
Desired Qualifications
Knowledge of
Methods of investigation and inspection of residential, business, safety and welfare activities to ensure compliance with code and ordinance requirements; methods of building and construction; City code requirements and related ordinances; building, planning and zoning permit processes.
Ability to
Read, comprehend and interpret City code and related laws and legal documents; identify the existence of code violations; use proper judgment in determining the degree of compliance with various laws; reach independent and accurate conclusions based on knowledge of pertinent codes; prepare clear, concise and complete written reports; communicate tactfully and firmly with the public in difficult situations; establish and maintain cooperative working relationships with City employees and the public.
Experience
Four years of public agency experience interpreting and enforcing planning, building and zoning laws and regulations, including supervisory experience and one year of experience as a building inspector in a public or private agency. Experience in Housing Code and Substandard Building is desired.
Education
High school graduation or equivalent supplemented by college level course work in planning, building inspection, technology or a related field. ICBO Certification as a Combination Inspector is desired. College level course work or certifications in supervisory, management, code enforcement or a related field is desired.
Additional Requirements
Possession of a valid California Driver License. PC 832 is required.
