Parking Services Specialist
Definition
Under general direction, to perform a variety of duties related to the interpretation and enforcement of adopted parking regulations within the Downtown Area (DTA).
Typical Duties
Patrol an assigned route of streets in the Downtown Area (DTA) including parking lots to identify and cite vehicles in violation of State and City parking regulations; respond to complaints and inquiries regarding parking enforcement; report traffic collisions, abandoned vehicles, vehicle and traffic hazards to the Police Department; provide information to the public regarding location of streets, buildings, parking lot facilities and other points of interest; operate assigned vehicle; ensure equipment is in proper working order, maintain supplies such as chalk, cards and envelopes; operate a cellular telephone to communicate with Dispatch and/or other Police personnel as necessary; appear for administrative hearings or court trials as necessary; conduct parking studies; and prepare reports as required.
Tools and Equipment Used
Handheld electronic citation machine, cellular telephone, parking enforcement vehicle (automobile, bicycle, chariot style personal mobility device, etc.), personal computer and specialized computer software.
Physical Demands
While performing the duties of this job, the employee is frequently required to stand, walk, talk and hear. The employee may be required to operate a parking enforcement vehicle which may require balance (bicycle, chariot style personal mobility device, etc). The employee will frequently use their hands to finger, handle, depress or operate small objects; and reach with hands and arms.
The employee must occasionally lift or move over 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to ability to adjust focus.
Work Environment
While performing the duties of this job, the employee frequently works in outside weather conditions. The noise level in the work environment is usually quiet when in the office and noisy when in the field.
Desired Qualifications
Knowledges of
English usage, spelling and punctuation. Knowledge of state and local parking laws preferred.
Experience
None.
Ability to
Interact with the public in a courteous and tactful manner; exercise good judgement when dealing with the public; learn and operate personal computers and applicable software programs; identify and report parking and traffic problems; manipulate small objects; carry and count coins; comprehend, articulate and summarize facts and relationships in detail; write reports clearly, concisely and legibly; testify in writing, before a Hearing Administrator or in court in an objective, concise, and professional manner; communicate effectively orally and in writing; establish and maintain effective working relationships with other employees, supervisors and the general public; follow written and verbal instructions; handle stressful situations; deal effectively with difficult or angry people; understand and interpret parking and traffic regulations.
Education
High school graduation or equivalent.
Additional Requirements
Possession of a valid California Driver License. Must be at least 18 years of age and have ability to pass a Police Department background investigation.
