Job Title

Junior Civil Engineer

Definition

Under supervision, to perform a variety of drafting, office and field engineering work; to act as a lead for engineering technicians and aides as assigned; to perform related work as required.

Typical Duties

Oversee work of engineering technicians and aides as assigned; check development plans, subdivision and parcel maps; assist in laying out and calculating quantities and cost estimates for public works construction projects; locate utilities, easements, property lines and other information on plans; maintain map record files of properties, utilities and improvements; make field checks of project sites or survey areas to become familiar with features or to verify survey results; check and update as-built drawings; collect, tabulate and analyze traffic information; assist in the development of striping and signing plans; respond to and resolve a variety of traffic related requests for service; prepare charts, graphs, maps, plans and other drawings of existing rights-of-way and other improvements using field notes, maps and photographs; check calculations used in designs and estimates; calculate storm drainage and alley fees; prepare legal descriptions and plans of properties; may act as a survey party member utilizing survey instruments; operate computer, blueprint and copying machines; answer questions and provide information to the public concerning engineering activities; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing, spreadsheet, and data base and computer-aided-design software; standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; mobile radio, and survey equipment.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operating drafting instruments, computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions.

The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration.

The noise level in the work environment is usually quiet to moderate.

Desired Qualifications

Knowledge of

Principles and practices of engineering as applied to public works or traffic; methods, materials and techniques used in the construction of public works projects; terminology, methods, practices and techniques of drafting; drafting nomenclature and symbols; trigonometry as applied to the computation of angles, areas, distances and traverses; surveying techniques and practices; engineering maps and records; policies and procedures similar to those utilized by the Chico Department of Public Works.

Ability to

Make complex engineering computations; perform complex engineering drafting work; reduce, interpret and apply field notes in performance of drafting duties; perform with a minimum of supervision; effectively supervise others.

Experience

Two years of work experience performing duties similar to those assigned to the Engineering Technician I in the City of Chico.

Education

High school graduation or equivalent supplemented by substantial college level courses in civil engineering, architecture, mathematics, drafting, or other related field.

Additional Requirements

Possession of an Engineer-In-Training certificate and a valid California Driver License.
