Information Systems Director
Definition
Under general direction of the City Manager or his/her designee, to design, manage, supervise, plan, and direct the activities of the City’s information technology systems; to provide highly technical and responsible staff assistance to City departments, the City Manager, and City Council in the areas of information technology systems, their management and organization; perform related work as required.
Typical Duties
Evaluates overall City information technology needs; makes recommendations regarding system and procedure development, based on City's long-range information needs; develops and implements departmental goals, objectives, policies, and priorities; establishes City-wide information systems priorities and standard operating procedures; identifies, coordinates, and provides information technology training assistance and recommendation to all departments; analyzes, makes recommendations and implements solutions to City-wide copier, facsimile and telecommunication needs; projects equipment needs; plans and directs development of systems flow, including documents, formats, and control procedures to systems specifications; prepares and administers the Information Systems Department budget; plans, organizes, and directs the work of subordinates, including training and evaluation.

Physical Demands
While performing the duties of this job, the employee is frequently required to sit and talk and hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Desired Qualifications
Knowledge of
Principles, procedures, and techniques of information technology systems management; principles of analysis, design, and development for project planning, computer programming, computer scheduling, forms design, and automation audit control; identification and analysis of computer networks, software, and hardware, including cost effective solutions to problems; technical knowledge of computers, copiers, facsimiles, modems, telecommunications equipment, and system integration; principles of supervision, training, and evaluation.
Ability to
Plan, assign, supervise, and review systems analysis, design, and programming activities and computer operations; supervise, train, and evaluate professional, technical, and clerical personnel; identify and analyze the City's information technology needs and requirements; identify objectives and problems; develop recommendations which are responsive to needs of the department and budgetary constraints and implement solutions; communicate clearly, concisely, and effectively, both orally and in writing; maintain accurate records and prepare detailed statistical and technical reports; maintain cooperative working relationships with staff, vendors, and other business and governmental agencies.
Experience
Five years of increasingly responsible experience in governmental or business information system operation that includes responsibility for complex and sophisticated computer and information technology services, including systems analysis and programming duties. At least two years in a supervisory or management capacity.
Education
Equivalent to graduation from an accredited four-year college or university with major course work in computer science, information systems, or a related field. A Master's Degree is desirable.
Additional Requirements
Possession of a valid California Driver License.
