Housing Financial Specialist
Definition
Under general direction of the Housing Manager, to perform a wide variety of complex administrative and problem solving work related to loans and grants for the City’s Mortgage Subsidy and Housing Rehabilitation Programs; assist the Housing Manager with other housing assistance programs including but not limited to Tenant-Based Rental Assistance and the Rental Accessibility Program; perform related work as required.
Typical Duties
Interview interested applicants for the Mortgage Subsidy and Housing Rehabilitation programs; verify eligibility for City programs; evaluate loan submittals for compliance with HUD and City requirements, as well as standard underwriting criteria relating to credit, title, debt-to-income ratio, loan-to-value ratio and collateral requirements; review title reports for possible problems and assist in clearing clouds on title; work with borrowers, lenders and real estate professionals to explain the grant and loan process and provide education on program guidelines, policies and procedures; prepare grant documents and loan closing documents; submit Deeds of Trust for recording or mobile home title documents to the State; set up loan files and services with City Finance Department; disburse grant and loan proceeds in compliance with City procedures and HUD requirements; prepare and record reconveyances for paid loans; research and follow-up on delinquency notices; monitor loans for compliance; follow up on Notices of Defaults and Trustee sales received for City loan properties; coordinate with service provider for any City-initiated foreclosures; assist program participants with temporary relocation and storage needs; work with assigned Housing Rehabilitation staff to facilitate property inspections and construction activities; conduct annual property certifications; prepare Finance Committee and City Council reports pertaining to the Mortgage Subsidy and Housing Rehabilitation programs.

Personal computer, including word processing, database, and spreadsheet software; digital camera; motor vehicle; calculator; phone, including cell phone; copy and fax machines.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Employee is frequently required to sit and talk and hear. The employee is occasionally required to walk; use hands to finger, handle or feel objects, tools or controls; and reach with hands and arms.
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to focus.
Work Environment
While performing the duties of the position, the employee occasionally works in outside weather conditions, including exposure to hot temperatures and wet weather. The noise level of the work environment is usually quiet in the office and moderate in the field.
Desired Qualifications
Knowledge of
Lending, foreclosure, title, real estate and appraisal terminology, practices and procedures; principles and practices of mortgage financing and credit evaluation; techniques of comparative analysis; basic financial counseling methods and techniques; basic accounting, business law, building construction and housing rehabilitation terminology; Federal HUD programs and reporting requirements.
Ability to
Interpret and apply Federal, State and local policies, procedures, laws and regulations; gather and analyze data and reach accurate conclusions; coordinate and administer complex housing financial assistance programs; communicate clearly and concisely, orally and in writing; establish and maintain positive, effective working relationships with others; plan, organize and schedule projects and responsibilities; assist a wide variety of clients including minority, female heads of households and low-income persons; understand the housing concerns of various cultural groups.
Experience
Two years of responsible loan processing, real estate financing, mortgage financing or related experience. Experience in municipal or non-profit housing assistance programs is highly desirable.
Education
An Associate’s Degree from an accredited college with major course work in business administration, accounting or related field. Additional specialized training in housing finance or loan processing is desirable.
Additional Requirements
Possession of a valid California Driver License.
