General Services Director

Definition

Under general direction of the City Manager, to plan, direct, supervise, and coordinate the activities of the General Services Department; to provide professional staff assistance to the City Manager, City Council and various City boards and commissions as required; to perform related work as assigned by the City Manager.

Typical Duties

Plan, organize, direct, and coordinate the activities of the General Services Department including park, public works, and building operations and maintenance, and environmental services, including the operation of water pollution control systems; develop and implement department policies, procedures and regulations; conduct management studies, and systems and procedure analyses regarding various department operations; supervise and coordinate the preparation and administration of the department budget; respond to and resolve difficult citizen inquires and complaints; coordinate departmental activities with other City departments and outside agencies; participate in the development of the capital improvement program and budget; attend City Council and other meetings as required; supervise, train and evaluate assigned staff; perform related assignments as necessary.

Tools and Equipment Used

Personal computer, including word processing software; motor vehicle; calculator; phones, including cell phones; copy and fax machines.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various park and public rights of way undergoing development and/or maintenance activities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is frequently required to talk and hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is routinely required to stand or walk.

The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or hot temperature conditions, and airborne particles.

The noise level in the work environment is usually quiet in the office to moderately noisy in the field.

Desired Qualifications

Knowledge of

Principles and practices of public administration including finance, human resource management, and public facility master planning; administration of public works and park maintenance programs, including basic construction and repair methods; organization and functions of State and Federal agencies involved in environmental services, and applicable Federal, State and local laws and regulations; laws, ordinances and regulations governing park use; principles and practices of purchasing, employee supervision, training and evaluation.

Ability to

Plan, direct and supervise the activities of the General Services department; analyze a variety of administrative problems and make sound policy and procedural recommendations; prepare and administer the annual budget, and perform long-range financial planning; effectively schedule and program work requirements on a long-term basis; communicate clearly and concisely, both orally and in writing; supervise, train and evaluate departmental management personnel and other assigned staff.

Experience

A minimum of six years of professional experience in general municipal administration and the management of public programs and/or facilities, particularly in the areas of park and public works construction and maintenance, including at least five years in an administrative capacity.

Education

Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in business, park or public administration, or a related field. A Master’s Degree desirable. Extensive experience which closely relates to the duties of the position may be considered in lieu of the required degree.

Additional Requirements

Possession of a valid California Driver License.
