G.I.S. Analyst
Definition
Under general direction, to design, plan, and produce geographic information using automated Geographic Information System mapping systems; organizes and administers the City’s GIS projects and activities, including Global Positioning Data collection, GIS Internet applications, and database analysis in a manner consistent with City policy; provide training to other employees in GIS use; provide GIS services to other City departments and outside agencies; perform complex analysis of GIS related computer applications; to do related work as required.
Typical Duties
Performs complex spatial analysis, utilizing Autocad, Arcview, ArcGIS, Spatial Analyst, and other database tools; coordinates the integration of new systems into existing systems; reviews, provides training on, and implements GIS software utilization; provides project oversight for GIS projects assigned to other City staff; coordinates a wide-range of GIS application development, GIS based-solutions, and implementation and deployment of GIS-based products with other City departments; prepares reports, documentation, stock maps and plots, standardized maps, and display images as required; provides technical expertise in programming and systems analysis to department users; develops and designs data bases to meet departmental needs; performs complex analysis including statistical analysis of system data; prepares operations manuals.

Physical Demands
While performing the duties of this job, the employee is frequently required to talk and hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work Environment
The noise level in the work environment is usually quiet.
Desired Qualifications
Knowledge of
Principles, practices and techniques of geography, cartography, mapping, and map projections; GIS systems specifications, designs or enhancements; GIS applications, scripts and utilities using applicable program knowledge, tools, and hardware; administration and design of tabular, relational and attribute databases; design and implementation of spatial data and its characteristics; research, documentation, maintenance, entry and verification of data techniques.
Ability to
Perform research, documentation, entry and verification of spatial and attribute data; produce mapping and reports; develop, test and implement GIS applications; communicate clearly and concisely, orally and in writing; develop and maintain departmental and City-wide data; translate and convert mapping data, provide technical advice and consultation; analyze data to produce information as needed by departments; monitor system use and provide training at appropriate levels for staff; prepare clear, accurate and concise reports and records; and establish and maintain cooperative working relationships with other City employees and the public; supervise and train others on software use.
Experience
Two years experience in GIS, geography, cartography and/or computer science operations, maintaining and implementing automated mapping or geographic information systems. Education may be substituted for required experience on a year for year basis.
Education
An Associate’s Degree from an accredited college with a major course work of study in Computer Science, Geography, Cartography or a related field. A Bachelor’s Degree in a related field may be substituted for the required experience. A combination of four years education and related experience will be accepted as qualifying. Possession of specialized certificates in GIS disciplines is desirable.
