Capital Project Services Director
Definition
Under general direction of the City Manager, to plan, direct and review the activities of Capital Project Services; to provide professional and technical staff assistance; manages and supervises staff; perform the statutory duties of City Engineer and Director of Public Works; to perform related work as required.
Typical Duties
Plan, organize, direct, and coordinate the overall activities of Capital Project Services, including the design and construction of capital projects systems; develop and implement departmental policies, procedures and regulations; confer with and advise supervisory personnel on problems related to the design, construction and maintenance of capital projects, and the interpretation and enforcement of construction specifications; direct the preparation of plans, engineering reports and studies, estimates, and proposed ordinances; review and sign plans for capital project improvements; oversee construction inspection activities such as inspection of plans, compliance with all pertinent construction safety codes, ordinances, rules and regulations; enforcement of the municipal code provisions relating to the construction of capital projects; act as technical advisor to the City Manager and City Council on capital project matters; respond to and resolve citizen inquiries and complaints; select and direct professional engineering consultants; preparation and administration of the department budget; coordinate activities with other City departments, outside agencies, private developers, architects, and engineers; supervise, train and evaluate assigned staff; perform related assignments as necessary.

Personal computer, including word processing, spreadsheet, and data base; motor vehicle; phone; radio; fax and copy machines.
Physical Demands
Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk on uneven land; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.
The employee must occasionally lift up and/or move up to 25 pounds.
Work Environment
The noise level in the work environment is usually quiet in the office and moderate in the field.
Desired Qualifications
Knowledge of
Principles and practices of engineering, including the design and construction of streets, sidewalks, sewage systems, drainage structures and other public capital projects; supervise preparation of plans, project specifications, inspections, legal descriptions, surveys, and other engineering work performed by staff members; supervise and participate in the review of plans and the inspection of construction in progress for adherence to codes and acceptable engineering standards and related City policies; methods, materials and techniques employed in public works construction; principles and practices of modern office management; respond to citizen complaints and questions and provide technical information; prepare comprehensive technical reports; principles of organization, administration, budget, and personnel management.
Ability to
Organize, direct and coordinate the activities of a department in a manner conducive to full performance and high morale; delegate authority and responsibly schedule and program work on a long-term basis; communicate clearly and concisely, both orally and in writing; select, supervise, train and evaluate subordinates.
Experience
Five years of professional engineering and administrative experience in public facilities design and construction, including at least two years experience in a responsible supervisory management position involving design, construction and maintenance of municipal projects.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering.
Necessary Special Requirement
Possession of a certificate of registration as a Civil Engineer in the State of California. Note: If certificate of registration as a professional Civil Engineer is issued on or after January 1, 1982, the additional certification as a licensed land surveyor in the State of California is desired.
Additional Requirements
Possession of a valid California Driver License.
