Assistant Planner
Definition
Under general supervision, to perform professional planning duties of moderate difficulty; to perform office and field assignments in explaining and enforcing City development regulations; to perform related work as required.
Distinguishing Characteristics
This is the entry level for the professional planning series. An employee in this class performs a variety of planning tasks, increasing in scope and difficulty, as knowledge and experience is gained. Work is normally reviewed on completion and for overall results.
Typical Duties
Explain and interpret zoning and other City ordinances and planning policies to the public; develop and prepare presentations on non complex issues before a variety of review boards and commissions; perform public information duties relating to various governmental environmental regulations; compile census, housing and environmental data; prepare a variety of materials and reports for Planning Commission and City Council meetings; gather data for use in routine and specialized studies; perform and prepare planning and zoning studies which include recommendations for changes or improvements; perform follow-up investigations, including field surveys; oversee work of interns; assist other City departments in review of development proposals for compliance with City regulations; process planning development permits for timely action; to perform related duties as necessary.

Personal computer, including word processing; motor vehicle; calculator; phone; copy and fax machines; various graphic design tools.
Physical Demands
The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to focus.
Work Environment
While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually quiet in the office and moderate in the field.
Desired Qualifications
Knowledge of
General principles and practices of municipal planning; mapping techniques and use including use of scale and topographic information; general research methods and techniques; computer applications and usage; applicable Federal, State and local planning laws and regulations including CEQA and the Subdivision Map Act.
Ability to
Communicate clearly and concisely, both orally and in writing; properly interpret zoning ordinances and related land use regulations; prepare maps and other graphic materials, effectively interpret statistical data; establish and maintain cooperative working relationships with City staff and the general public; read and interpret maps, aerial photos, legal descriptions, blueprints, and constructions plans; understand real estate principles and methods of land inventory and property description.
Experience
One year performing duties comparable to those of a Planning Technician or Planning Aide with the City of Chico.
Education
Equivalent to a Bachelor's Degree from an accredited college or university with major course work in planning or a related field.
Additional Requirements
Possession of a valid California Driver License.
