Animal Control Officer

Definition

Under general supervision, to supervise and perform non-sworn police work with an emphasis on animal control; to be responsible for enforcing ordinances governing the licensing, impounding, treatment and disposal of animals; to perform technical and administrative work and to perform related work as assigned.

Typical Duties

Plan, coordinate, supervise and perform animal control work in the City’s animal control program; answer and settle complaints regarding animals; institute quarantines in bite cases; appear in court in legal disputes; perform animal control field duties; purchase necessary supplies; prepare and answer routine correspondence; respond to public requests for information and service; assist in the preparation of routine studies, statistical analyses and other administrative activities of the Police Department; assist in budget preparation, analysis and administration; liaison with contracting shelter agency; work independently to perform a variety of technical and routine administrative work; identifies problems and solutions and makes suggestions and recommendations regarding changes in procedure and policy; supervise, train and evaluate assigned staff; perform related assignments as necessary.

Tools and Equipment Used

Patrol vehicle, stock trailer, animal capture equipment, police radio, pager, tape recorder, facsimile equipment, telephone, computer aided dispatch equipment, first aid equipment, personal computer.

Physical Demands

While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is frequently required to stand, walk on a variety of surfaces, climb or balance, stoop, kneel, crouch, or crawl; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must occasionally lift, pull, push and/or move more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and peripheral vision, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee frequently works in outside weather conditions including rain, heat and cold. The employee occasionally works near moving mechanical parts and traffic; in high, precarious places; and is occasionally exposed to wet and/or humid conditions, and foul odors. The noise level in the work environment is usually moderate.

Desired Qualifications

Knowledge of

The laws and regulations governing the licensing, quarantine, impounding, care and destruction of animals; principles and practices of municipal organization and administration; basic policies, procedures and organization practices of the City; simple research and statistical methods and report writing.

Ability to

Effectively supervise a municipal animal control program; keep records and prepare reports; maintain effective and cooperative relationships with subordinates and superiors; performs vigorous physical tasks in the performance of assigned work as required; effectively communicate, both orally and in writing; collect, compile, analyze and interpret statistical data; supervise, train and evaluate assigned staff.

Experience

Two years of full-time work experience in the care and handling of animals, equivalent to similar duties of that of an Community Services Officer II /Animal Control with the City of Chico.

Education

High School graduation or equivalent. An Associates Degree from an accredited college or university with a major emphasis in animal health or closely related field is desired. Possession of an Animal Health Technician certificate may be substituted for an Associates Degree.

Additional Requirements

Possession of an Advanced Humane Officer’s Academy certificate, issued by the State Humane Association of California, and a valid California Driver License. Successfully complete Module A of the Peace Officer Standard and Training Agency (POST), Penal Code 832 course within twelve months of employment.
