Animal Services Manager

Definition

Under general direction, plan, direct and supervise the programs and activities of Animal Services, including animal control field services and the operation and management of the animal shelter; develops policies procedures, goals and objectives.

Typical Duties

Plan, direct and supervise all services and activities of the Animal Services, including the City’s Animal Shelter kennel operations, and Animal Control field operations; establishes priorities and business plans; oversees the development and implementation of goals, objectives, policies and procedures; develops and applies contracts; develops and monitors budget; ensures compliance of activities to pertinent codes, regulations, and guidelines; monitors developments related to animal services and evaluates their impact; prepares a variety of studies and reports related to current issues and long range City needs; supervises inventory control and record systems at the shelter; responds to and resolves difficult citizen complaints; testifies in court when necessary; prepares and maintains written records and correspondence; performs related duties as assigned.

Tools and Equipment Used

Animal Services vehicle, stock trailer, animal capture equipment, police radio, tape recorder, facsimile equipment, telephone, computer aided dispatch equipment, first aid equipment, personal computer and various tools and equipment used in animal control and the operation of a shelter

Physical Demands

While performing the duties of this job, the employee is frequently required to sit, walk, talk and hear. The employee is frequently required to use hand to finger, handle or feel objects, tools or controls and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl. Work is occasionally performed in emergency or stressful situations.


The employee must frequently lift and/or move more than 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Environment

Employee primarily works in an office environment with moderate noise levels. While performing the duties of this job, the employee occasionally works in outside weather conditions, including rain, heat and cold. Employee may be exposed to dangerous and/or diseased animals, and hazardous physical substances such as animal waste and various cleaning and disinfecting chemicals.

Desired Qualifications

Knowledge of

Laws, rules and regulations related to animal services and animal shelter maintenance; animal breeds, nutrition, general care and handling; principles and methods of supervision and management, including work planning, analysis and organization; selection and evaluation of employees, and their training and development; principles and practices of fiscal management, budgeting and auditing; safety principles.

Ability to

Plan, organize, supervise, and evaluate the work staff, directly or through supervisors; develop, interpret and apply complex regulations, policies and contracts; develop, monitor and control budgets and expenditures; establish and maintain a positive working relationship with the general public, animal welfare groups, volunteers, contracting organizations and City staff; solve operational problems; communicate clearly and concisely both orally and in writing; make public presentations to a wide-range of audiences.

Experience/Education

Five years of increasingly responsible experience in the care and handling of domestic animals, including two years at a supervisory level. Experience should include working with the public and program management and development.

High school graduation or equivalent supplemented by college level course work in a related field which provides the required knowledge, skills and abilities. A Bachelor’s Degree from an accredited university in Business Administration, Public Administration, Biology or a related field is preferred. Possession of certification from a State of California recognized Animal Control Academy is desired.

Additional Requirements

Possession of a valid California Driver’s License. State of California, “Euthanasia Training by Injection” certificate within six months of employment.
