Airport Operations Specialist

Definition

Under general supervision, to assist the Airport Manager in matters concerning operations at the Chico Municipal Airport; to assist in maintaining airport safety and compliance with Federal Aviation Administration (FAA) regulations, including Federal Air Regulation (FAR) Part 139, the Airport Certification Manual, the Security Plan, and other applicable rules and regulations; to direct and supervise assigned staff performing operations, repair and maintenance work on facilities and equipment at the airport; to perform related work as required.

Typical Duties

Schedule, supervise and assist, as required, in the operations, maintenance, and repair of airport buildings and facilities; assist in conducting all FAR Part 139 required safety inspections, and maintain records of discrepancies and corrective action taken; close and open aircraft movement areas as conditions warrant; issue and cancel Notice to Airmen (NOTAMs) as required; monitor airfield maintenance conditions, wildlife activity, and other airfield activities to ensure the protection and safety of aircraft operations areas; supervise and assist in the operation of Type A, B and C equipment, and may be required to personally perform the most highly skilled maintenance tasks; maintain accurate time, materials, purchasing and equipment records; determine maintenance, material and supply needs; schedule and coordinate the use of appropriate City equipment; prepare specifications for purchase of services, materials and supplies; purchase needed equipment, supplies, tools, materials, and vendor services specific to airport maintenance operations using open market purchasing procedures; arrange for, coordinate, and inspect work of outside contractors, vendors and others who perform maintenance work on airport buildings and facilities; perform various administrative activities; develop technical knowledge regarding maintenance requirements specific to airport facilities and operations; provide background information on budget needs; assist in the planning and coordination of special airport events; supervise, train and evaluate assigned staff; respond to public inquiries and requests for service related to airport facilities based on pre-established policies; perform related assignments as necessary.

Tools and Equipment Used

Type A, B, and C equipment including loaders, sweepers, tractors, mowers, and pumps; personal computers.

Physical Demands

While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is frequently required to stand; walk; and use hands to finger, handle, feel or operate objects, tools, vehicles and equipment. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee routinely works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate, increasing to loud in the presence of aircraft and large pieces of equipment.

Desired Qualifications

Knowledge of

Modern practices and techniques, and tools, equipment and materials, used in maintenance and repair work directly related to airport operations; operational characteristics, services, and activities of airports; Federal rules and regulations affecting daily airport operations, including safety and security regulations and procedures; safe and efficient work practices; record keeping, reporting and purchasing procedures; principles of supervision, training and performance evaluation.

Ability to

Implement airport operations and maintenance schedules and programs; direct, supervise and train subordinates in airport maintenance; understand and carry out oral and written instructions; read and interpret construction plans, specifications and work orders; detect, analyze and take appropriate action to correct maintenance problems; keep clear and accurate records; perform highly skilled construction, maintenance and repair tasks; operate automotive equipment; establish and maintain cordial and cooperative working relationships with those contacted in the course of work.

Experience

Three years of relevant work experience, one year of which is directly related to airport operations and maintenance, preferably including some supervisory experience.

Education

High school graduation or equivalent supplemented by specialized training in the maintenance and operation of airport buildings, public works, and aviation facilities.

Additional Requirements

Possession of a valid California Driver License. Possession of a valid California Class A or B Driver License is desirable.
