The Housing and Neighborhood Services Department provides administrative support to the Greater Chico Homeless Task Force. Task Force meetings are held on the third Tuesday of each month at 10:00 a.m in the Council Chambers Conference Room 1, 421 Main Street.

Housing and Neighborhood Services Department

The Housing & Neighborhood Services Department is located in the historical City Hall building at 441 Main Street on the first floor (northeast corner of Main and 5th Streets). Housing and Neighborhood Services Department

The Housing and Neighborhood Services Department was established to facilitate effective public participation, while bringing together three neighborhood-focused resources (Housing, Neighborhood Planning and Code Enforcement) working together to help maintain the quality of life Chico residents have come to expect and to love. The integration of these services allows the City to holistically address neighborhood concerns such as:

  • Substandard housing and slum/blight conditions;
  • Planning for impacts from new development;
  • Neighborhood preservation and revitalization;
  • Improving access to information and resources that support neighborhood efforts to organize themselves and work proactively with the City

The Housing Office works with both non-profit and for-profit developers to increase the supply of housing that is affordable to households at or below the moderate income threshold, including seniors and those with special needs. This is accomplished through the use of Federal housing funds and Redevelopment Agency Housing Set-Aside funds. Other programs provided include the first-time homebuyers down payment assistance program, as well as a housing rehabilitation program which assists the homeowner with everything from modest repairs, to roof replacement, to bringing a substandard house up to code standards. The Housing Office also administers the City’s Community Development Block Grant (CDBG) program which may be used in a variety of ways to meet housing, infrastructure, public facility and community service needs.

The Neighborhood Services Office was created to work with neighborhood residents to build capacity and leadership within neighborhoods, leading to the establishment of City-recognized neighborhood associations. The City will form partnerships with recognized associations to develop and implement neighborhood plans. The Neighborhood Services staff will also serve as a liaison to other city departments on neighborhood concerns.

The Code Enforcement Unit is responsible for the preservation of neighborhoods through the enforcement of City codes and ordinances. The unit investigates complaints of the accumulation of junk, debris, and trash and inoperative/abandoned vehicles, as well as substandard housing conditions. Code Enforcement also spearheads the City’s aggressive anti-graffiti efforts. Effective 3/7/11, Code Enforcement has relocated to the Police Department at 1460 Humboldt Road, phone number 879-6330.
