Building Division Contact Information
Building Division
The Building Division is responsible for activities related to the construction, remodeling, and demolition of buildings and structures. By reviewing building permit applications, issuing building and related permits, checking plans, and inspecting buildings and properties the Division can ensure compliance with applicable codes and ordinances. The Division is responsible for enforcing all applicable building, mechanical, energy, accessibility, plumbing, electrical and housing codes and laws adopted by the City and State to ensure a safe and habitable building environment.
Residential Energy Conservation Ordinance (RECO)
In 1991, the City of Chico enacted a residential energy conservation ordinance (RECO) requiring property owners to provide certain energy and water conservation measures upon the resale of residential properties built prior to 1983. The intent is to lessen the impacts of rising energy and water costs on renters and homeowners. The specifics of the ordinance can be found in Chapter 16.60 of the Chico Municipal Code (CMC).
The CMC was amended in December 2010 to include updated energy efficiency requirements, additional water conservation elements, and also to make the provisions applicable to residential dwellings built prior to 1991. Click here for more information on the new provisions.
